Our initial sample of Mountain View had an average permit time of 10 days putting it just above a C, the lowest grade in the Solar Ease Index. The city has since released permit time data to Complete Solar for review. Mountain View’s score improved considerably with a true permit wait time of 3 days. Mountain View now performs better than 69.7% of Californian cities.

A solar rank is a combined statistic of both permit times and permit fees. The cities friendliest to solar have fast permitting times and low or non-existent fees. Unfriendly cities have long waits for permits, sometimes up to 30 days, and high fees. The goal of solar ranking reports is to help cities understand how they're helping, or hurting the efforts of homeowners to switch to clean, safe, and affordable solar energy.
