Located in the heart of the valley, Pico Rivera unfortunately ranks as the most difficult city in California to switch to solar with a solar rank of 1.1%. Permitting times for proposed residential solar panels take an average of 21 days for approval, and permitting fees are upwards of $850. Hopefully in the near future, the city of Pico Rivera will lower fees and make the permitting times more efficient to make it easier for residents to choose clean solar energy.
